Description:

Arkansas State Trooper Jackson Shumate, accompanied by Troopers T. Van Schoyck and A. Escamilla, initiated a traffic stop involving a black GMC Sierra on US Highway 67 South near the 3-mile marker. The driver, 42-year-old Christopher Monroe, was already sought by authorities for drug trafficking charges in Sherwood, Arkansas. Monroe had previously evaded the Arkansas State Police on May 4th and 19th, 2023. Additionally, a warrant for evading in a vehicle had been issued by Rockwell County, Texas police ten days earlier.

During the encounter, police efforts to encircle Monroe's vehicle were unsuccessful, leading to a high-speed pursuit. Trooper Van Schoyck attempted a PIT maneuver early in the chase but instead collided with a concrete barrier. The pursuit continued at speeds reaching approximately 120 mph (193 km/h), extending across the Arkansas River. Monroe’s vehicle was eventually struck from behind by a police car, causing it to overturn and finally halt against a brick wall.

A search of the vehicle uncovered 64 grams of ecstasy, 100 grams of methamphetamine, 436 grams of cocaine, 89 grams of fentanyl pills, 182 grams of marijuana, 12 grams of heroin, 46 grams of Xanax, a Taurus handgun, various drug paraphernalia, and $8,612 in cash. Monroe faced multiple charges, including trafficking fentanyl and cocaine, possession of narcotics and methamphetamine with intent to deliver, felony fleeing, simultaneous possession of drugs and a firearm, aggravated assault of law enforcement, and criminal mischief.
