France denies Russian request to hold UNSC emergency meeting on downed plane

France, which currently holds the presidency of the UN Security Council, has rejected Moscow's call for an emergency session on the IL-76 downing.

Russia's deputy ambassador to the UN said Paris had devalued diplomacy with its move.
