JLBC Director Richard Stavneak told the House Appropriations Committee that the first GOP budget presented to Katie Hobbs, which she vetoed, would have led to a $500M surplus for Arizona. Hobbs is blaming school choice and the ESA program for the $850M shortfall facing Arizona but the budget she vetoed last session would have produced a $500M surplus for the state.
