Genocide in the Ancient World. Debate: killing revolt leaders only or targeting whole population

With the Complaint by the Republic of South Africa against Israel before the International Court of Justice (ICJ), we look at The Mytilenian Debate. Mytilene rose against Athens. The Assembly discussed the Pros and Cons of targeting the leaders of the insurrection or the whole population as to discourage future revolts.
