The Justices meet today to decide whether to grant certiorari to a petition brought by 20 states, Governor Gavin Newsom, and dozens of municipalities on the issue of whether homelessness is "involuntary," whether cities may legally arrest bums sleeping on public streets, in the absence of available public shelter. Really.
