Budgets and contracts determine how much money is going into a project such like a TV show or movie, who is going to be featured, the technology used, collaboration with record labels, and supplies added to make the official thing.
Printing and advertising also cost a lost of money and it's all worth on how good the TV show or movie was written. They will have to make 2x, 3x, 4x or more to advertise the project everywhere, , and show it in theaters, TV or streaming services.

Regarding the two movies; Ruby Gilman Teenage Kraken and Elemental. Ruby Gilman was a kraken girl trying to fit in, then makes friends with the popular mermaid girl, and they fight a giant sea monster.
Elemental on the other hand had Ember Lumen the fire character dealing with family business, and gets help from Wade Ripple the water character, and in a part of the movie they have to fix a clog of the city's sewage system. The two show a liking for each other, but not officially a couple.
Ruby Gilman was a movie about having to deal with popularity at school and feeling accepted and making friends, which made the movie more appealing.
Elemental had this issue about the soundtrack which had some songs by Lauv, and a character voiced by non binary actor Ava Hauser, who announced that "I'm non-binary and I'm playing a non-binary character in Elementaltal. GO watch it wo support me!" kind of attitude. That was a reason why people didn't like Elemental due to having an LGBTQ character in it and an LGBTQ actor pushing LGBTQ people to watch it because Wade's younger sibling is non-binary, and these people wanted to watch the movie for the storyline and friendships, not because of political agendas.
