Trudeau said: Don't think you can get on a train or plane with vaccinated people and put them at risk.
"Vaxxed at risk" means "Vax doesn't work!" and no one noticed.

So he peddled the vax as "safe and effective" knowing it wasn't effective and now learning it wasn't safe. A murderous con-man or a dupe who didn't realize what "at risk" meant.
