Why is there up to a 400% rise in Unknown Deaths?

Reviewing the mortality (death) statistics from Canada between 2018 to 2022. The deaths in ICD R00 - R99 (Unknown cause) has quadrupled in some age groups!

What could be the cause and why is it not being urgently investigated?
