Complaint about Peace Officers/Law Enforcement Agency
On October 6, 2015 the Huntington Beach Union High School District (HBUHSD) staged a premediated lockdown and used it as a targeted means to destroy the reputation and career of their former physics teacher, an author with a registered copyright for three books who had previously complained about being harassed and intimidated. HBUHSD propagated false initial reports about the staged lockdown, which were sent out and broadcast to the media. The Huntington Beach Police Department (HPBD) was complicit in helping to spread the false narrative.
According to the attached news/media articles Huntington Beach police received a report at 8:05 a.m., received a call from the high school at 8:30 a.m., and the high school went on lockdownat 10 a.m.

"At about 10 a.m. this morning, Huntington Beach High School went on lockdown after unconfirmed reports of an ex-teacher running around naked with a gun. Later the gun was not spotted, so it may have been discarded or simply a flawed initial report." -Save Newport Article
According to the timing recorded in the articles, the Huntington Beach police received a report before they received the phone cal from the high school. According to the timing recorded in the articles, the lockdown was initiated between one and two hours after the report and phone call were received. This pre-planned lockdown was used as a malicious act ofterrorto destroy the reputation and career of their former teacher/author who had previously complained about being intimidated and harassed for his (published) politicaland (Christian) religious beliefs and not rehired.
In a signed letter by Carolee Ogata, Human Resources Assistant Superintendent, dated July 9, 2015 she writes, "It has cometo my attention that you have sent an email recently to one of our employees in which you stated that you are being discriminated against because of your religious beliefs"
In a signed letter Carolee Ogata, Human Resources AssistantSuperintendent, dated December 8, 2016, she admits that the HBUHSD deliberately contacted the Huntington Beach Police Department on October 6, 2015 falsely claiming theteacher/author was on campus, "it wasbelieved you had entered the Huntington Beach High School campus".
The Huntington Beach Independent Article documents that Police Officer Jennifer Marlatt said " the man was thoughtto be a teacher who was fired lastyearand told not to return without telling the schoolin advance and signingin at the front office."
The former employee was at Northview High School in Covina teaching conceptual physics when the premediated lockdown wasstaged at Huntington Beach High School in Huntington Beach to discredit his reputation and destroy his career. The staged lockdown was used asa preemptive act of terror and intimidation to dis credit his reputation and destroy his career prior to his filing an official complaint against the district (HBUHSD).
To further intimidate the former employee, the Huntington Beach Police were dispatched to go to his family's house in Mission Viejo (outside their jurisdiction), where they spoke with hisbrother. The former employee was not at his family's house in Mission Viejo (because he was in Covina teaching Conceptual Physics at Northwiew High School). Detective Trent Tunstall of the Huntington Beach Police Department contacted his family viaphone. Detective Trent Tunstall lied to his family on the phone and said they had video footage of him at Huntington Beach High School during the lockdown, which is physically impossible. Detective Trent Tunstall asked his wife and brother if he had a mental illness.
Detective Trent Tunstall asked his wife for the address of their apartment in Irvine. Detective Trent Tunstall told his wife thathe needed to respond or else he might be arrested a nd the apartment searched. When the former employee called Detective Trent Tunstall (fearing that he might be arrested). Detective Trent Tunstall asked him what carhe drives and what he was wearing (this was afterhe was already notifiedthat the former employee wasat Northview High School in Covina). The former employee's mother was worried that the police were going to arrest him, so she called him and told me to go directly to the West Covina Police Station and leave during 6th period. This occurred on October 6, 2015. The former employee's employment as a Conceptual Physics Teacher at Northview High School was consequently immediately ended the next day October 7, 2015.
The motive for the pre-planned lockdown that was staged at Huntington Beach HighSchool in Huntington Beach on October 6, 2015 was to discredit his reputation and destroy hiscareer prior to his filingan official complaint against the district (HBUHSD). The formerteacher/authorhad complained about being intimidated and harassed for his (published) political and (Christian) religious beliefs and not rehired. After he had submitted the final gradesfor the year, the Huntington Beach Police were called on him June 10, 2015, which is when Carolee Ogata brought him into an isolated room with Rocky Murray, closed and locked the door behind them asthey entered, and then she verbally harassed him, and then sent him home and told him not to return to any District property. The former physics teacher filed an official complaint against HBUHSD, calling for an official apology from Carolee Ogata. Rather than recusing herself from responding to a complaint she was directly involved in, Carolee Ogata was the person from HBUHSD who responded to the official complaint that called for herself to apologize (the epitome of a conflict-of-interest).
The former physics teacher was verbally harassed by Carolee Ogata. The false narrative of the former physics teacher being a threat originated from Carolee Ogata. The police were call on June 10, 2015 because theformer physics teacher was labeled as a threat according to Carolee Ogata. The directive not to return to any District property without prior permission originated from Carolee Ogata. The official complaintto the District was responded to ina letterby Carolee Ogata. The police were calledon October 6, 2015 because a coording to Carole Ogata it was falsely claimed that the former physics teacher violated Carolee Ogata's own directive not to return to any District property. The fact is thatthe former physic teacher was not a threat, never did anything to indicate he was a threat, but rather was targeted to have hisreputation assassinated by Carolee Ogata who acted by malicious means to discredit him for complaining aboutbeing discriminated against. Because theformer physics teacher complaine da bout being harassed and intimidated, Carolee Ogata fabricated the false narrative of him being a threat, and used that false narrativeto harass and intimidatehim more.

responding to the official complaint, Carolee Ogata repeats her false narrative that the HBUHSD deliberately contacted the HBPD on June 10, 2015 to report the teacher/author as a "threat".
It is illegal to falsely tell "fire" in a crowded theater to cause a panic according to theSupreme Court decision forthe case of Schenck v. United States in 1919. Carolee Ogata purposefullyand maliciously cried "threat" falsely causing a lockdown of an entirehigh school (involving thousands of students and their parents). The staged lockdown was used as a premediated act of terror and intimidation to discredit his reputation and destroy his career prior to his filing an official complaint against the district (HBUHSD). Carolee Ogata deserves to be in prison for obstruction ofjustice, corruption, malicious acts of terror, intimidation, defamation, and discrimination.
The Huntington Beach Police Department was complicit in spreading the false narrative to the media and going outside of their authorityto be used as a weapon of intimidation by HBUHSD. The former physics teacher sent an official complaint to the Orange County Sherriff Department (the HPBD went outside their jurisdiction and came to his home in Mission Viejo). The former physics teacher sent an official complaint to the internal affairs department of the Huntington Beach Police Department, District Attorney, and Grand Jury. The HBPD conducted a denial and cover-up to conceal and suppress its involvement and liability. On January 26, 2015 an official personnel complaint was submitted against Detective Trent Tunstall by the former physics teacher. On February 24, 2015 Sergeant Aaron Garrido called and instructed the former physics teacher to call him back at (714) 536-5947 for an interview.
When the former physics teacher called Sergeant Aaron Garrido back, he interrogated the former physics teacher rather than interviewing him. First Sergeant Arron Garrido made sure that the former physics teacher was no longer recording. Then Sergeant Aaron Garrido said "so you say there is a conspiracy", and the former physicsteacher replied "those are your words not mine". Sergeant Aaron Garrido conducted an interrogation rather than an interview. The former physics teacher verbally requested for the police records June 10, 2015 and October6, 2015. Sergeant Arron Garrido said they would not send the records unless he sent in the official form. Afterward Sergeant Aaron Garrido said
"You keep telling me the same information" and the former physics teacher replied "because it is the truth". The interview/interrogation by Sergeant Aaron Garrido was on February 24, 2015. The Grand Jury sent a letter in the mail to the former physics teacher dated May10, 2015. The HBPD mailed a letter out whose envelope was dated May 11, 2015 (the letter was retro-dated to May 9, 2015). The letter said "We have been unable to complete our investigation due to unforeseen delays. We anticipate it will be concluded by June 2016". On June 16, 2016 the former physics teacher sent in the official forms for the release of record information for June 10, 2015 and October 6, 2015 along with the checks for the contact sheets and photographs. The HBPD mailed out a letter dated June 21, 2016 with the disposition "unfounded" with no additional information about the contents of the investigation. The HBPD mailed out a letter dated June 26, 2015 denying the request for release of records and returning the checks that weresent for the contact sheets and photographs. The HBPD obstructed justice by conducting a denial and cover-up to conceal and suppress its involvement and liability.
The full faith and confidence in the legal system and enforcement of the law that is upheld by an impartial administration of the law is invaluable; those involved in obstructing justice should be severely disciplined and/or imprisoned as an example for the seriousness of attempting to undermine the legal system.Show more
