Maybe Ukraine would like to become the 51st State of the US.? Funding their whole system seems to indicate that thus far Ukraine 'is' a proxy 51st state. It was reported to have acted as a piggy bank for certain parties/US connections. (not the revenue department however, whereby all US citizens reap the benefits) . All US citizens appear to be expected to 'pay' to now prop up the 'piggy bank' .
