Social media - manufacturing ethnic hatred

We look at an account (Radio Genoa) relying on a huge amount of fake bot traffic to amplify hateful videos, particularly showing ethnic immigrants beating single white males/females. We ask who is behind this obvious race bating and why does X/Twitter allow this staggering volume of fake traffic?
