A message from IDF Chief of the General Staff LTG Herzi Halevi after Israeli troops mistakenly killed 3 hostages who escaped from Hamas.
The Israeli soldiers who shot and killed three Israeli hostages in Gaza City after mistakenly identifying them as a threat did not follow Israel's rules of engagement, an Israeli military official said.
