Kelowna. This looks like it was filmed from Weddell road. The tents are set up along the Okanagan Rail trail. It's an old railroad track that was removed years ago and converted into a walking/biking path. Now it's invaded by homeless people.

The pink building is Canada Post warehouse, and the tall condos are on the water front, near the marina.
