Please help me to save these two dogs. --- SEE UPDATE BELOW--
If you are in Sacramento CA. We need your help as a foster or through adaption or donations. It has taken me over 2 years to make contact with this dog. The Female will not come closer then 15 feet. Please help me to help them.

I can only do so much by my self.
I have saved 2 other dogs from this area. But I need help.

UPDATE.
It's now 5/31/2016 contact was made with the Shepherd and the two dogs have now been removed from the area and relocated to my home. They have a large kennel area where they will take months of rehabilitation. But they are now out of danger.
