The answer is that he knows Tenpercentskyy’s regime is on its last legs. As Democrats face a brutal election campaign in ‘24, they can’t afford the negative publicity of Ukraine’s defeat.

So the White House’s strategy is to back Republicans into a corner, where the American public will blame the GOP for Ukraine’s defeat rather than Democrats for sponsoring the war in the first place — thus avoiding confronting the fact that Ukraine was never going to win anyway.
