EU Commissioner Hoekstra says COP28 draft deal 'clearly insufficient'

The European Union's climate chief expresses disappointment over a proposed deal at the COP28 summit in Dubai that fell short of calling for a phase-out of fossil fuels. "There are a couple of good things in there, but overall it is clearly insufficient and not adequate to addressing the problem we are here to address," EU climate commissioner Wopke Hoekstra tells reporters. The United States, European Union and low-lying island nations have pressed for the final deal to include language on winding down the use of fossil fuels.
