An 11-year-old shot and killed a man in Kokomo, Indiana Wednesday afternoon, police say. The juvenile was detained at the Kinsey Youth Center for a delinquent act that would be voluntary manslaughter if they were an adult. According to Indiana law, voluntary manslaughter means the person knowingly or intentionally kills another human being "while acting under sudden heat."
