China is behind the United States in Artificial Intelligence—but catching up fast. Predicted to spend $15 billion on AI projects in the coming year, Chinese researchers have the advantage of the government’s monitoring of its population for years, gathering enormous amounts of data that AI platforms can use to improve their learning. Announced official policy is for China to be dominant in AI by 2030. This roundtable will discuss the likely effects in manufacturing, finance, and national security—and how the U.S. should respond.

Arthur Milikh is the executive director of The Claremont Institute’s Center for the American Way of Life. He specializes in American political thought. Milikh has advised elected political leaders at the highest national and state levels, and has lectures across the country at the nation’s top universities. Milikh’s writings have appeared in The Claremont Review of Books, National Affairs, City Journal, Real Clear Politics, Law & Liberty, and American Greatness. He is the editor of "Up from Conservatism: Revitalizing the Right after a Generation of Decay" (Encounter, 2023).

Joseph Bottum is director of the Classics Institute, a cyber-ethics program at Dakota State University, and poetry editor of the New York Sun. He holds a Ph.D. in medieval philosophy, and has published over 1,000 essays and reviews in journals from the Atlantic to the Washington Post. His books include the sociology study "An Anxious Age," the literary criticism of "The Decline of the Novel," and, most recently, his fourth collection of poetry, "Spending the Winter."

Dr. José-Marie Griffiths is president of Dakota State University. She has served in presidential appointments to the National Science Board, the U.S. President’s Information Technology Advisory Committee, and the U.S. National Commission on Libraries and Information Science, and she has recently been appointed a member of the National Security Commission on Artificial Intelligence.

Arthur Herman, Ph.D. is Senior Fellow at Hudson Institute, and the author of ten books including "Freedom’s Forge: How American Business Produced Victory in World War II," which The Economist named one of its Best Books of 2012. But he is also the author of the Pulitzer Prize Finalist "Gandhi and Churchill;" the New York Times bestseller "How The Scots Invented the Modern World," and "American Warrior," the critically acclaimed biography of General Douglas MacArthur. Dr. Herman has also served on the National Security Council as Senior Advisor to the National Security Advisor (2020-1), and co-chairs the Hamilton Commission on Securing America’s National Security Innovation Base (2021 to present). Dr. Herman heads up Hudson Institute’s Quantum Alliance Initiative, and he writes regularly on quantum and artificial intelligence for Forbes.

David P. Goldman is a Washington Fellow at The Claremont Institute’s Center for the American Way of Life. His research focuses on China, American manufacturing, and trade policy. Goldman is Deputy Editor of Asia Times, where he has written the "Spengler" column since 2001.His books include "You Will Be Assimilated: China's Plan to Sino-Form the World" (2020), "How Civilizations Die" (2011), and "It's Not the End of the World — It's Just the End of You" (2011).

Ari Schulman is editor of the New Atlantis, the nation’s premier journal of technology and ethics. His writing has appeared in the Wall Street Journal, the New York Times, the Atlantic, Commentary, and Slate.
