Terrance Bates profiles Judge John Phillips, who started the Rancho Cielo Youth Campus. The facility is a vocational training facility, a culinary academy and a private school for at-risk youth who live below the poverty line. Each year, 220 students attend. Exactly 85 percent of first time law offenders who enroll never reoffend.
