Information about the program was limited in the document titled Canada’s Digital Ambition 2022, which received endorsement from President of the Treasury Board Mona Fortier and Canada's Chief Information Officer, Catherine Luelo.

In light of the pandemic, the report describes the incorporation of a federal structure with provincial digital identities.

"The necessity for government services to be easily accessible and adaptable in the digital era was highlighted by the COVID-19 pandemic. The subsequent phase towards enhancing service accessibility involves establishing a federal Digital Identity Program that interfaces with existing provincial platforms," clarified the report.

"Digital identity serves as the digital counterpart of an officially recognized proof-of-identity document (such as a driver’s license or passport) and affirms your digital presence as who you claim to be."
