Hell Let Loose - What Am I Looking At?

I had some serious issues with artifacting after rendering this video. I rendered it differently about 15 times, and even changed the clip where the artifacting was happening, and no matter what I did, the video would artifact in the same place.

I worked on this for 7 hours on Sunday and no luck, so I decided to put another couple hours on Monday, trying to fix it, with no luck. So up it goes. There is no issues in the rest of the video, just that one spot. Weird.
