China and the US agreed to resume military-to-military talks after US President Joe Biden and Chinese dictator Xi Jinping met in San Francisco for the APEC summit. Now many saw that as a win for stabilizing he relationship and avoiding a war. But was war ever really in danger if they weren't talking?
