Tehillim also say that G'd sees little ones (David often identified with them)
G'd sees every person and wants to communicate with them 'in person' (which can be explained with examples) although this is a veiled communication, 'in general' as if they would be the only ones on this earth.
How do friends, family or couples (if it is a sound communication) relate to one another? Which is a veiled example of the different ways and modes, in which G'd can communicate with individuals and this implies that it is a personal communication which eventually has understandable identifying places (you know by the sequence, 'thread', of communication that some new conversation is from Him).
This can also become similar to a corporeal communication (community, tribe, nation).
He only has to condone tragedy for reasons which are unknown for us although 'understanding' that is a personal and corporal challenge,
He does not want tragedy and is crying when His Children suffer. Yet, though it may not feel that way, He is always there even if because of trauma, His presence may not be felt or felt much. He is like parents (you have different kinds of parents which is why you need to explain that He does not act.think, in a disfunctional way if one's parents would have been partially disfunctional).

This 'story' about G'd's Communication though, can never be abused by people with wrong motives. He will either not be 'available' (which occurred with great King Saul), or the abusive person will suffer somehow because G'd's Communication is nobodies utensil.
Since He made man and woman in His Image, it is also recommended not to use other individuals as another means to an end but rather respect how they are created and thus respect G'd Who created them.

When you communicate that, quite some non-religious persons may connect more quickly with the 'meaning' behind 'everything' and may wish to try to understand along with G'd communicates through TeNaCh

He the G'd of Yisrael neither slumbers nor sleeps
