Mysterious eastern European communication on US military radio frequency [231122]

On Nov 22 2023, while monitoring 11175 kHz for US military traffic as part of the HGFCS, I received a mysterious communication with someone who sounded like they were talking to themselves, and using a strange, non-standard phonetic alphabet, as well as some sort of data signal.

I have been monitoring 8992 kHz and 11175 kHz with SDRs in the EU for almost two years on and off and never heard communication like this on these frequencies.
