When UBS can’t deliver their bonds does the DTCC just delete the bond CUSIP like it never existed?

There are substantial fines associated with the failure to deliver of bonds But if you can’t deliver and you can get the DTCC to erase the bond CUSIP number like it never existed I guess then you wouldn’t have to pay any Failure to deliver fines
