Deceptive storm chaser, roofing companies

This happens all the time in Maryland, after a storm out of state, storm, chasing roofing companies come into town, convince homeowners they have damage on their roof so that they will file a claim.
This one is really crazy because the only damage is the damage they made, putting the tarp on where there is no damage, there hope was that an adjuster would not lift the tarp to look at the damage underneath.
We found out later that when they came down, they actually showed the homeowner pictures of shingle damage, but it was from another roof and they told him this is what was on his roof.
