Strange Patterns in Low Altitude Clouds 2023.10.18@16:30(MST)

Bizarre weather conditions in SE AZ. These clouds have static patterns at low altitudes of est 200 ft above my head. Its 70°F in the valley, not 40°F. Does this look like evidence of weather manipulation?
