Hosea was a prophet of God during the reigns of four kings: Uzziah, Jotham, Ahaz, and Hezekiah. In general, Uzziah, Jotham and Hezekiah are considered to be good kings of Judah, with Ahaz being a wicked king. However, even when the good kings were reigning, there was still much sin in Judah. And Hezekiah began his reign well, but the latter part of his reign showed his proud sinful side. We do not know when Hosea spoke these words of God in Hosea 13, spiritually, the people of the kingdom of Judah were far from the LORD. They were not exclusively worshiping the LORD and they sinned against Him.
