Gov. Scott proposes $10M for new DCF hires, will it help high turnover?

Governor Rick Scott is asking the state legislature, for $10 million. $10 million to invest in the Department of Children and Families. The goal is to hire 130 more Child Protective Investigators (CPI) and Florida Abuse Hotline counselors. But with high turnover rates, will it make a difference?
