Israeli Prime Minister Benjamin Netanyahu said Hamas leaders left Gaza's largest hospital, Al-Shifa, shortly before the army raided it and that there was no gunfight.
Israel insists there's a Hamas command centre at the site but hasn't yet provided conclusive evidence.
Mr Netanyahu also said hostages could have been moved from the hospital.
More than 11,500 people have been killed in the territory since Israel began its retaliatory strikes, according to the Hamas-run health ministry.
