Family of man shot, killed by Indianapolis police angry about decision to not charge officers

Erica Bailey, the daughter of the man shot and killed by Indianapolis Metropolitan Police Department officers, said the decision left her “upset and confused” on why there wasn’t enough evidence to charge those involved.
