Finegan's kitty kat fight

Finegan starts a cat fight with Commissioner Schlabach and appears to threaten her with a Sunshine violation complaint. Finegan has made the accusation that Commissioner Schlabach stopped her agenda item from being added when in fact, she doesn't seem to know the rules and get the item on in a timely fashion.
Finegan also attempts to get an item on the agenda that would in fact violate the publics right to know about an agenda item in a timely manner. Was that the intent? YOU decide!
