OREGON- In a state with legal Marijuana ILLEGAL marijuana is exploding

Oregon legalized recreational marijuana use in 2014. Despite that it is legal the ILLEGAL marijuana grows have exploded in Oregon. Cartels from Russia, Mexico, China, Bulgaria & Argentina. When illegal grows are established other crimes are present. Water rights violations, code violations and human trafficking. Oregon generates millions in revenue from the tax yet spends millions in monitoring & regulating it.
