"Shasta County ROV office prepares for a 1% Canvass on 11/13/23 at 10:37am. Citizen Journalist asks to see chain of custody and is denied. She is asked to "write her questions down". Deputy clerk Joanna Francescut asks citizen to stop videoing. Citizen previously witnessed the cardboard boxes containing all the votes from the Nov 7th election left completely open (not taped shut- and no signatures to maintain chain of custody) on Nov 8th and 9th. Simply left on a table in the "bat-cave" a room that requires an access badge to enter. Prior to that ballots were left on a shelf (in not contained within box, bin, or other enclosable container) without a chain of custody in the "blue-room" between Nov 6-Nov 8.
