Star Citizen : PvE Servers A Thing? | The Engineering Manual?

Star Citizen once planned for the PvP slider which is now not a thing anymore but what about the Private Servers which allowed ship building, planet making and PvE only?

I have looked all over for official news on this and from what I can find, it's still planned but that's only because there is no info on it being cancelled. The Engineering Manual, which is a 'how to' guide for private servers and modding, is still available on the pledge store as well as in some larger game packages.

I don't really care that much if PvE servers and Modded Servers don't happen. I am intrigued by modded servers but I plan to mainly play the LIVE build. This is more of a video to help those who claim CiG NEVER planned private servers, modded servers and just too lazy to look for themselves as well as those who are curious if PvE only and modding is planned in Star Citizen.
