OREGON - Measure 110 is Funded with Cannabis Tax

When recreational marijuana was passed in 2014 it was passed with the promise that tax funds generated from the sales would fund cities, counties, state police, mental health, alcohol & drug services and schools. Measure 110 was passed with no NEW source of funding it was to be funded with Cannabis tax funds. Originally the amount that was proposed was to be $54 Million. How did it become $247 million?
