Chapter 01: On the horizon of hope
The story takes place in a futuristic world with an Imperatrix named Sevia giving a New Year's speech to graduates. This is followed by various scenes with other characters such as the chaotic Jacob who misplaces important codes, the enthusiastic researcher Rita who receives funding for a telepathy project, and the commander Serena who takes over a space station.

A major issue is the terraforming of barren worlds, about which Sevia consults with her adopted daughter Nadine and other advisors. Despite initial doubts, Sevia decides to go ahead with the risky terraforming to make new colonies possible.

Overall, the story is about life in a galactic empire, with a wise ruler, ambitious scientists, and the pursuit of expansion and technological advancement. The chapters give insight into different characters and their role in this empire.
