Common Law Grand Jury's Purpose and Legality

the grand jury's appointed/picked by public servants violate the implied operating procedures of the constitutional/common law grand jury. So, their appointed grand juries violate article 6 of the US Constitution since they're not made in pursuance thereof and are thus unconstitutional.
