The Hillsborough County Schools counselor is under investigation by two departments for death threats after pleading "no contest" to harassing phone calls and being issued a restraining order. The district decided there was no evidence to suspect she violated policy, even though the judge believes threats were made on district letterhead which includes her name and certificate number.
