Officer's Taser Drops Man

Info from Licensor: "This is after already getting into a bar fight and being in a foot chase with the officer. Having your hands behind your back but turning to face the officer is counter-productive. The officer proceeded to pull his cuffs out and gave him many verbal chances to make the right decision. He then proceeds to escalate the situation by yelling at the officer instead of obeying lawful order."
