Shasta County, CA ROV Cathy Darling Allen, Incompetence, Deception Or Sabotage?

After Shasta County, California broke its' contract with Dominion Voting Machines (in order to pursue hand counting of ballots). It tasked its' Registrar of Voters (ROV) with contracting with another election machine company that meets their needs and state code. Upon the ROV's advice, the Board of Supervisors contracted with Hart Voting Machines. After signing with Hart, they not only find out that the Hart machines electronically tally votes (the exact thing the board was opposed to) but the new machines do not meet state requirements.
