More people in vehicles in Michigan are not buckling up.

A study by Michigan State University found seat belt use in the state is at its lowest level since 2004 at 92-point-four-percent. That is down a half-percent from last year and well below the highest seat belt usage of 97-point-nine-percent set in 2009.
