Zombie roses

This is a very strange rose bush. The flowers do not develop for almost a month. The buds froze halfway. The buds did not open completely but did not die either.
The leaves do not fall or open. But the edges of the leaves seemed to have dried out. It is very strange. The rose seems not to be alive. It looks like the rose is in a lethargic sleep. The leaves on the stem are still green. This is the tallest rose bush in our garden. The height of the bush is about 6.5 feet. Perhaps this oddity is related to the height of the rose's stem. Let's see what happens when it snows. It's getting colder today. I think the weather will be cold very soon.
