Human trafficking uses force, fraud, and/or coercion for the purpose of sexual exploitation or forced labor. Contrary to popular belief, as defined by law, human trafficking does not necessarily involve moving people across borders. There are many millions of victims worldwide, with estimates of 600,000 to 800,000 people being trafficked in the U.S.A. Some would say that Sex Tourism has nothing to do with Human Trafficking. But that perspective is incredibly misguided. Under the guise of legal prostitution, there are countless trafficked women and children in America exploited daily.

This is why we are building a rescue and rehabilitation home to serve these girls. The America rescue facility will offer residential care to trafficked girls. This home will help these girls find hope through group and individual counseling. And ultimately, it will educate and equip them with marketable skills as they build towards healing and a future.

A young Indiana mother was gagged with chloroform and held captive for two months, forced to wear a dog collar tethered to an “intricate restraint system” and kept in a wooden cage built by one of her “sadist” captors, police said. The woman was repeatedly beaten and raped until a stranger risked his own life to rescue her, officials said.
NWO does not name victims of sexual assaults, but the woman’s accused captors are now behind bars, charged Monday with a litany of offenses.
Police said the victim’s ordeal began July 9, when the 30-year-old left the Evansville, Indiana, apartment she shared with her boyfriend after the two had a booze-fueled argument. She meandered the city’s streets that night, bouncing between groups of friends before being spotted by Ricky House Jr., a man who was familiar to her, according to Chief Deputy Tom Latham of the Posey County Sheriff’s Office. House offered her a ride. She accepted.
Three days later, police said the woman’s mother reported her missing after she failed to show up to a planned family outing. Over nearly two months, Latham said Evansville Police followed up on plenty of leads, “they just never got the right lead,” he said.
The ride with House on July 9 became a 40-mile drive to the mobile home he shared with girlfriend Kendra Tooley in the small town of Stewartsville and the victim decided she wanted to leave, according to a police affidavit. “(The victim) got up to leave,” Evansville detective Tony Mayhew recounted in court documents, but “Ricky placed chloroform over her mouth and nose (which caused) her to lose consciousness. (The victim) awoke to find her clothing cut off and she was bound to a bed within the trailer.”
Throughout July and August, police said, House and Tooley kept their victim bound to the bed with zip ties or with “an intricate restraint system.” Her captors treated her like a dog, forcing her to wear “a red dog collar with a rope or leash attached to it,” and forced her to stay inside a “locked wooden cage” that House built, according to court documents.
Throughout her captivity, she was raped and beaten, she told police. Tooley told police that House, whom she described as “a sadist,” was “attempting to impregnate (the victim) because (Tooley) was old and unable to have children of her own.”
The victim was under constant restraint and supervision, according to police, and had seen nobody other than her captors until September 4, when Tooley invited her ex-husband to the trailer to show off the captive.
“(Tooley) slid over on the couch beside me and said ‘I’ve got a girl back here in a cage.’ Ronald Higgs told CNN affiliate WEHT. “I said ‘you got a girl back here in a cage? What are you talking about?”
The prisoner pleaded with Higgs to help free her.
“I didn’t really know what I could do because I’m nowhere near the man I used to be,” the 61-year-old father of girls told WEHT, “but (I wasn’t) leaving (that) house without her.”
After his attempts to buy her freedom were rejected, police said the encounter turned violent and House retrieved his sawed-off shotgun.
“He stuck that shotgun right here under my chin with his finger on the trigger,” Higgs told WEHT. “I said if you’re going to effing kill me you better do it now or I’m going to take this away from you and beat you to death with it.”
Higgs said he was able to head butt House, who retreated into another room. It was then he was able to safely escape with the victim.
House, 37 is facing 14 counts of rape, kidnapping, criminal confinement and battery, according to charging documents filed Monday by the Posey County prosecutor’s office. Tooley, 44, was charged with 10 counts of rape, kidnapping and criminal confinement. A judge set House’s bond at $500,000 and Tooley’s at $150,000, according to the sheriff’s office. WEHT reported the pair were assigned public defenders and the court entered a preliminary not guilty plea.
The couple are due back in court October 1, but Higgs said he already knows what he’d like their sentence to be.
“I told the police … I hope you all have some real small cells,” he told WEHT. “That’s where they need to spend the rest of their lives, in a real small cell.”
Colleen Stan Was Kidnapped and Kept in a Box for 7 Years When 20-year-old Colleen Stan hitchhiked out of her Eugene, Oregon hometown on May 19, 1977, she was careful about whom she took a ride from. She turned down a lift from a group of young men, understanding the small but serious risk inherent to what she was doing. But Cameron and Janice Hooker seemed innocuous: They were a couple with a baby, after all.
But what followed was a misery of unspeakable depth and duration.
After pulling onto a side road under the guise of sightseeing, Cameron held Stan at knifepoint and brought her back to the couple’s home in Red Bluff, California. There, he stripped her naked, hung her by her arms from the basement rafters, and whipped the young woman repeatedly before having sex with his wife in Stan’s blindfolded presence.

Cameron Hooker told Stan that any attempts to escape would be met with violent repercussions for both her and her family. He asserted that there was an organized crime syndicate, “The Company,” that was watching Stan and would punish her and her family if she attempted to escape.
Surprisingly, in March 1981, Stan was allowed to visit her family by herself for approximately 24 hours. In May 1984, she was allowed to start working as a maid at an area hotel. Stan was also afforded opportunities to go jogging unsupervised. But all the while, she never ran away, because she believed the story about “The Company.”
Michele Galietta, a professor of psychology at John Jay College of Criminal Justice who has done research on violent offenders, psychopathy and trauma, tells A&E True Crime that Stan’s belief in “The Company” makes sense when taken in the larger context of her kidnapping.
“It sounds a little unbelievable, but ask yourself: Is not the fact that she’s kept in a box under a bed completely, wildly unbelievable?” Galietta asks. “If everything you’ve ever thought in terms of predictability and safety is taken away—what is left of the psyche? This is not a one-time rape or a one-time attack. This was pervasive, for years.”

Stan’s imprisonment might not have occurred had it not been for Janice Hooker, Cameron’s wife. But Janice’s role in the story of Colleen Stan’s imprisonment is complicated.
After marrying Cameron Hooker in 1975, Janice agreed to allow him to have a slave whom he could torture, under the condition that he only has sex with her (Janice). For years, Janice saw Colleen as a rival. But things turned when, in 1984, Cameron announced a plan to get another slave. In August of that year, Hooker went to a pastor and told him everything. When the pastor advised that Janice leave the marriage, she went to the motel where Stan was working and told her that there was no “Company,” and that she could leave without repercussions.
Galietta describes Janice as “absolutely a collaborator.” But she stopped short of calling Janice Hooker a psychopath in her own right, saying that, “These are not psychological questions, they are moral questions. You don’t get the impression from any data that she has a lot of psychopathic traits—more that she was so locked in that she ceased to have independent thought.”
Still, armed with the information Janice provided her, Stan left…but not before calling Cameron from a bus station payphone, where she told him she was leaving. Hooker cried, in later court testimony describing the conversation as a “hard” goodbye from a woman he loved.
Mark Olver, a professor of psychology at the University of Saskatchewan who specializes in sexual deviance, psychopathy and recidivism prediction, says it’s hard—but not impossible—to imagine that someone as psychopathic as Cameron Hooker might mourn the loss of a victim relationship the same way that well-adjusted people mourn the termination of their romantic relationships.
“People who are so psychopathic are so self-serving,” Olver tells A&E True Crime. “But…it’s possible he could’ve had an attachment to her—as sadistic and one-sided and brutal and terrorizing the relationship was. But I don’t know if it’s an attachment, or the loss of the human sex object.”
Cameron Hooker’s Criminal Trial
Janice called the police to report Cameron’s crimes about three months later. And although she had second thoughts and helped him destroy some of the evidence that would’ve helped convict him, she ultimately worked as a cooperating witness against Cameron in exchange for immunity.
Between Janice’s testimony, Colleen’s testimony and evidence collected at the scene—notably a copy of the master-slave contract—Cameron Hooker was convicted of kidnapping, using a knife in an abduction, rape and sexual abuse on October 31, 1985. He was sentenced to 104 years in prison on November 22, with judge Clarence Knight remarking at the time that Hooker is “the most dangerous psychopath I have ever dealt with…[who] will be a danger to women as long as he is alive.”

Hooker is currently serving his sentence at the California Substance Abuse Treatment Facility and State Prison in Corcoran. In 2014, he was denied parole for 15 more years. However, because COVID-19 has inspired new releases from prison, there is a chance Hooker could come up for parole again in 2021—something that the local sheriff’s association vehemently opposes.
Olver says sex offenders who are Hooker’s age—66 at time of publication—don’t tend to re-offend nearly as much as those who are younger, partly due to diminished physical strength.
But regarding Hooker’s underlying psychopathy, Galietta says extreme cases like his rarely disappear with time. It’s one thing to rehabilitate a one-time violent robber. It’s another to make a sadist like Hooker better.
Given “the lack of remorse necessary to engage in [Hooker]’s behavior, and the kind of pathology that creates the appetite for” it, Galietta says that “we certainly do not have any good track record in the world of psychology to modify that.”

Update: In March 2022, Cameron Hooker’s probable cause hearing was pushed to April 18, 2022 according to the Tehama County District Attorney’s Office. After that hearing, a judge will decide if there will be a trial to determine if Hooker should be labeled as a sexually violent predator. If he is found guilty at that trial, Hooker would remain behind bars and receive mental health treatment. If found not guilty, Hooker could be released on parole.
The Constitution should prohibit all forms of slavery and involuntary servitude — including forced labor in prisons. It has been 157 years since the 13th Amendment abolished slavery, yet hundreds of thousands of people are still living in involuntary servitude — legally — due to loopholes in the law allowing states to extract free labor from prisons instead. Today, over 65 percent of incarcerated people report being forced to work in prison, doing jobs like firefighting and paving roads for little or no pay while governments and private companies generate billions of dollars each year from their labor.
In partnership with the University of Chicago, the ACLU conducted a study of prison labor nationwide in a new report, “Captive Labor: Exploitation of Incarcerated Workers.”
Using open records requests, analysis of state and federal laws, and extensive interviews, the report documents the realities of prison labor and outlines steps lawmakers can take to protect the rights of the roughly 800,000 incarcerated people working in prisons.
Prison labor is inherently coercive and exploitative. Incarcerated workers are not protected by standard labor laws, like minimum wages, overtime protection, the right to unionize, and workplace safety guarantees. Many workers are forced into hazardous jobs without standard training or protective gear, often under threat of punishment — such as solitary confinement, loss of family visitation, and denial of sentence reduction — if they do not comply with orders. Lives and livelihoods are completely at the mercy of the public and private entities exploiting a cheap and captive labor force.
The federal minimum wage is $7.25 per hour; in contrast, most prison jobs pay an average hourly rate of 13 to 52 cents. Deductions for taxes, court costs, and other fees can leave workers with even less. Seventy percent of laborers surveyed in the report said they could not afford basic necessities on their paltry wages. “You can barely afford laundry soap with that amount of pay,” said an incarcerated laborer in Illinois, who reported earning only $4.80 per month working as a porter. That’s one cent per hour. Some workers are not paid at all, including the majority in Alabama, Arkansas, Florida, Georgia, Mississippi, South Carolina, and Texas.
Prison jobs often come with substantial risks to workers’ health and safety due to lack of training, inadequate protective gear, and poor work conditions that fall far short of basic safety standards applied in all other workplaces. As a result, prison labor can result in preventable injuries and deaths. “I’ve seen a man get electrocuted by a faulty wiring,” said a woman incarcerated in Illinois, who then had to return to work the next day. “I am nothing but a number to the people I am working for.”
Working conditions have become even more dangerous due to the widespread failure to administer basic COVID-19 safety precautions and protocol in prisons, despite being hotbeds of infection. During the height of the pandemic, incarcerated workers were made to launder bed sheets from hospitals treating COVID-19 patients, transport bodies, and even dig graves — all while producing masks, hand sanitizer, and other personal protective equipment for people outside. Attempts to refuse working were met with threats to push back parole dates.
Many workers report discrimination in how jobs are assigned. “Any job outside the kitchen is given mostly to white inmates,” said Jesus, who is incarcerated in Illinois. An anonymous inmate at the same facility reported that “white inmates get the plumbing, electrician, and carpentry jobs,” which are higher-paying and help them acquire skills and experience to improve employment prospects upon release, while people of color get “none of the jobs that can actually train us to get a good job on the outside.” Such practices contribute to systemic inequities that disproportionately impact communities of color.
Despite innumerable risks and rights violations, prison labor continues to flourish because it is not only profitable, but part and parcel of the mass incarceration system. Incarcerated workers produce more than $2 billion a year in goods and over $9 billion a year in services for the maintenance of the prisons where they are warehoused, yet only 1 percent of state correctional budgets goes to their wages. Incarcerated workers’ labor offsets the staggering costs of our country’s bloated prison system, masking the true costs of mass incarceration.
Our new report outlines a number of measures that governments can take to improve prison labor conditions and protect the rights of incarcerated people. Recommendations include:
Ensuring all prison labor is fully voluntary by eliminating laws and policies that punish people who are unable or unwilling to work.
Guaranteeing the same standard labor protections available to other workers in the U.S., including minimum wages, overtime pay, health and safety standards, unionization, and anti-discrimination protections.
Instituting comprehensive safety and training programs for all prison jobs.
Investing in programs that provide incarcerated workers with marketable skills and training to help them find jobs after release.
Providing speedy access to redress to workers whose rights have been violated.
Eliminating licensing restrictions and other forms of discrimination against formerly incarcerated people in hiring and employment.
Voters can take action by urging lawmakers to amend state constitutions to eliminate provisions permitting slavery and involuntary servitude; and to amend federal labor-related legislation to explicitly include incarcerated workers under the definition of “employee.” As midterm elections approach, voters should research candidates’ stances on prison labor and mass incarceration, and push them to commit to reform.

However, the advent of technology and increased access to ultrasound imaging ensured that parents didn’t have to wait for the birth of their girl child to kill her but could terminate a foetus upon knowing its gender. This resulted in the number of girls missing due to female foeticide exceeding those that were missing because of postnatal sex selection.
According to estimates averaged over a five year period (2013-17), annually, there were 1.2 million missing female births, at a global level. India had about 4,60,000 girls ‘missing’ at birth each year.
These skewed numbers translate into long-term shifts in the proportions of women and men in the population of some countries, the report points out. In many countries this results in a “marriage squeeze” as prospective grooms far outnumber prospective brides, which further results in human trafficking for marriage as well as child marriages.

A new report from the United Nations has called for all forms of drug use and sexual activity to be decriminalized globally.
Written by the International Committee of Jurists (ICJ), UNAIDS and the Office of the High Commissioner for Human Rights (OHCHR), the report was released on International Women’s Day, with the goal of guiding “the application of international human rights law to criminal law.” Called the “8 March principles,” the report calls for offenses related to “sex, drug use, HIV, sexual and reproductive health, homelessness and poverty” to be decriminalized.
The United Nations experts say that criminalizing offenses related to these issues constitute an attack on human rights.
While on the surface, it may seem relatively uncontroversial, the report calls for sex between adults and minors to be decriminalized, so long as the minors “consent”:
Minors, of course, cannot truly consent to sex with an adult something these so-called experts should know. The report also calls for all criminal laws relating to sex work to be abolished, which could easily serve to aid traffickers, pimps, and abusers. In turn, this serves the abortion industry as well, which has aided traffickers and abusers by failing to report suspected abuse and returning victims to their abusers after their abortions. Decriminalizing sex work, sex crimes against minors, and abortion would only serve to doubly suit traffickers and abusers, who are known to use abortion as a means to cover up their crimes.

Ian Seiderman, Law and Policy Director at ICJ said, “Criminal law is among the harshest of tools at the disposal of the State to exert control over individuals…as such, it ought to be a measure of last resort however, globally, there has been a growing trend towards overcriminalization.”
“We must acknowledge that these laws not only violate human rights, but the fundamental principles of criminal law themselves,” he said.
Fact #2 : The Report Was Written By The ICJ
I should point out that the report was written by the International Committee of Jurists (ICJ), which is not part of the United Nations, and is a separate and independent body. So technically, it is not a UN report.
Composed of 60 eminent judges and lawyers from all regions of the world, the International Commission of Jurists promotes and protects human rights through the Rule of Law, by using its unique legal expertise to develop and strengthen national and international justice systems. Established in 1952 and active on five continents, the ICJ aims to ensure the progressive development and effective implementation of international human rights and international humanitarian law; secure the realization of civil, cultural, economic, political and social rights; safeguard the separation of powers; and guarantee the independence of the judiciary and legal profession.
Fact #3 : Adolescence Is Defined As Ages 10-19
Before we get to the crux of the issue, it is important to note these definitions.
The UN Convention on the Rights of the Child broadly defines a child as an individual aged 0-18 years, but over time, the UN and the WHO formally defined adolescence as the ages of 10-19.
Fact #4 : Report Referred To Adolescent Sexual Activity
The ICJ / UN report in question referred to adolescent sexual activity, and not child sexual activity.
In the Foreword on Page 2 and the Introduction on Page 7, it was mentioned twice that the report referred to “consensual sexual activities, including in contexts such as sex outside marriage, same-sex sexual relations, adolescent sexual activity and sex work“.
This is repeated for the third time in Part III of the document, where it called for the decriminalization of “consensual sexual activities, including in contexts such as sex outside marriage, same-sex sexual relations, adolescent sexual activity and sex work“.
Therefore, Principle 16 – Consensual Sexual Conduct, where the report called for the decriminalization of consensual sexual conduct clearly refers to adolescents, and not children at large.
Fact #5 : Adolescents Are Having Sex
The decriminalization of consensual sexual activity involving adolescents is critical, because the truth is – many adolescents are having sex.
In its 2013 study of young adolescent sexual activity, the Guttmacher Institute noted that by the time they turn 16, about ⅓ of adolescents have had sex, increasing to nearly half (48%) by 17 years of age, and 61% when they turn 18.
If minimum age of consent laws are not adjusted accordingly, these adolescents may be criminally penalized, throwing their lives and future into jeopardy.
Fact #6 : Age of Consent In Many States / Countries Is Less Than 18
It should be pointed out that most US states set the age of consent at 16, with Arizona, North Dakota, Oregon and Virginia setting theirs at 15. So adults in most US states are already legally allowed to have sex with children / adolescents, as per UN definition.
Similarly, many countries have age of consent lower than 18, which again, legally means that adults are already allowed to have sex with children / adolescents, as per UN definition.
In all those US states and countries, adolescents who are younger than 18 are already considered to be capable of consent, even though the UN still considers them as “children”.
This has nothing to do with the United Nations, but was decided by individual governments in different states and countries around the world.
Fact #7 : Report Mentioned Minimum Age of Consent
Principle 16 – Consensual Sexual Conduct did not call for the abolishment of any minimum age of consent, which is what those viral claims implied. Rather, it said that such criminal laws should not be biased in favour of any sex / gender, or age of consent to marriage.
In other words – what’s good for the gander is good for the goose too. The law should be applied equally – if the age of consent is set at 16 years, then it must apply to both males and females alike.
With respect to the enforcement of criminal law, any prescribed minimum age of consent to sex must be applied in a non-discriminatory manner. Enforcement may not be linked to the sex/gender of participants or age of consent to marriage.
Fact #8 : Report Never Mentioned Sex Between Adults + Children
Nowhere in the report is there any mention of sexual activity between adults and children. The report also did not call for the decriminalization of sexual activity between adults and children.
The word “adults” is only mentioned three times in the report, all under a single section:
Principle 17 – Sex Work
The exchange of sexual services between consenting adults for money, goods or services and communication with another about, advertising an offer for, or sharing premises with another for the purpose of exchanging sexual services between consenting adults for money, goods or services, whether in a public or private place, may not be criminalized, absent coercion, force, abuse of authority or fraud.
Criminal law may not proscribe the conduct of third parties who, directly or indirectly, for receipt of a financial or material benefit, under fair conditions – without coercion, force, abuse of authority or fraud – facilitate, manage, organize, communicate with another, advertise, provide information about, provide or rent premises for the purpose of the exchange of sexual services between consenting adults for money, goods or services.
Fact #9 : Report Only States That Underage Sexual Conduct May Be Consensual
The report did not call for the decriminalization of sexual activity between adults and children. It only pointed out that any sexual activity involving individuals under the legal age of consent may be consensual in fact, even if they are not consider consensual in law.
In that context, it calls for the enforcement of such minimum age of consent laws to take into account the possibility that adolescents may be matured enough to engage in consensual sexual conduct, and have a right to be heard.
Moreover, sexual conduct involving persons below the domestically prescribed minimum age of consent to sex may be consensual in fact, if not in law.
In this context, the enforcement of criminal law should reflect the rights and capacity of persons under 18 years of age to make decisions about engaging in consensual sexual conduct and their right to be heard in matters concerning them.
Pursuant to their evolving capacities and progressive autonomy, persons under 18 years of age should participate in decisions affecting them, with due regard to their age, maturity and best interests, and with specific attention to non-discrimination guarantees.
