Third Baltimore City officer to plead guilty in fraud case

A third Baltimore City police officer charged in a federal racketeering case is expected to plead guilty Tuesday. Detective Jemell Rayam is accused of stealing money from people he detained, illegally detaining residents and billing the police department for overtime hours he did not work.
