Many cars using water instead of gas in 1976 in USSR

Normal cars with normal combustion engines were using water as fuel in 1970's... why we are not using water now? Why our "development" is only in computing area? why we improve only nets and computers but NOTHING was improve anywhere else - the same cars like in 1950's (i mean engines not design) and the the electrical engines like in 1920's - all we do is - adding computers to everything! NO other improvements. Why it happens?
