The difference between a U.S. Corporation operating in the District of Columbia vs. The USA made up 50 states is that one is a country with a constitution and the other is a corporation with articles of incorporation. One operates outside the United States of America with different laws and law enforcement. The FBI is part of the corporation. See the picture yet? The D.C.
