HFGCS STRATCOM CE Window – 9031 kHz – 2023.10.23

Here's a recording of communications between COLD DUCK and LONESOME on 9031 kHz, aka the CHARLIE ECHO (CE) window.

CE Window is an old STRATCOM frequency that I happened upon by chance earlier this year while trying to figure out what frequency two other callsigns were QSYing to. Some replies on Twitter let me know this wasn't just an ad hoc determined frequency but aligned with some previously documented "Charlie Window" frequencies. Albeit most have apparent gone unused for a while, some diggin online (through old forum posts, website archives, and dead Discord groups) yielded the following frequencies;

CA 6691
CB 11187
CC 17982
CD 3038
CE 9031
CF 4703
CG 8974
CH 11264 (possibly 11264.5)
CI 18015
?? 11069

These frequencies may have been publicly available at some point that, like a lot of HFGCS-related information, was pulled off the web sometime in the mid-to-late-00s. (While searching for these I was also provided some old documentation of STRATCOM Zulu frequencies, but have yet to be able to confirm that they're still in use.)

In this recording, you'll hear LONESOME request COLD DUCK "go secure", but COLD DUCK indicates it won't have time because their "pilot do not know how long it will take to reach the transit destination"; i.e. they won't have time. If you check out http://eam.watch, back in April there was a similar communication between a few different callsigns on 9031 kHz, and 'secure' seems to mean data communications.
