The Nampa City Council has passed a new ordinance that prohibits public intoxication. The ordinance defines intoxicated as a person whose mental or physical functioning is substantially impaired due to the use of drugs or alcohol. Public intoxication is now a misdemeanor with a fine of up to a thousand dollars and/or six months in jail.
