OREGON - PERS has a $25 BILLION deficit and there could be a solution

Marc Thielman presents a solution to the EVER GROWING Oregon PERS deficit. It is currently $25 BILLION in the RED. Why is it that the Oregon legislature and the Secretary of the Treasury don't want to fix this problem?
